Personalisation and Personal Budgets

Hertfordshire Partnership NHS Foundation Trust (HPFT) has social care responsibility for service users and carers of people with mental health difficulties.  Since January 2010, for those who meet the eligibility criteria, their social care needs will be met through a Personal Budget.

The guiding values of Personalisation are that service users and carers are at the centre of the needs assessment process, with care and support planning developed in a way that is meaningful and right for them. Think Local, Act Personal builds on Putting People First, identifying the key requirements for the delivery of the Personalisation agenda through effective partnerships which offer choice and flexibility to service users and carers to direct and control their own support via a personal budget and locally commission personalised services.

The Personal Budget is the process through which eligible social care needs are assessed.  Once a Personal Budget has been calculated, the individual has a choice on how to spend their personal budget to meet their identified social care needs. One choice is for the Local Authority to pay the money as a Direct Payment to individual service users and carers to purchase their own services.  Direct Payments must be offered to all adults eligible for social care, as a way of offering choice, greater flexibility and more control over the type of support they want and outcomes they want to achieve. Direct payments are not a form of income and should not be regarded as such.
